No. Under the literal gated recurrence, A2+ can only become first-active when lower anti-layers fail/unavailable. The original positive target has failed to activate, but the extra anti-order counts monitoring-chain failure/recovery depth. Positive task-unsuitability is measured separately by demanded Higher-Lobe activation gaps and function-instance coverage gaps.
