Hyperfunction order and factor magnitudes are definitionally distinct. However, a lobe still requires some architecture capable of realizing that state. The whole Higher-Lobe ladder is structurally available for each used function, so the key issue is not whether H100 exists. The task-time issue is whether required H-orders are recruited/active and whether their architecture covers the demanded workload. No universal factor-by-factor threshold Bi >= fi(h) is currently canonized.

Therefore two H100 lobes may share the same typed H100 state while having radically different deployment/coverage envelopes because their B-vectors differ. An actually active H100 lobe still requires real neural architecture; state identity is not a substitute for substrate.
