15.4 Separate developmental laws for positive function and monitoring system

Two different optional biological laws can be canonized, and they should not be conflated:

Monitoring law: greater MRD produces greater useful corrective developmental pressure on the failed lower Antilobe monitoring chain, all else equal.

Separately, a positive-function law could scale correction with the size/importance of G_H or CoverageGap. Factor 19 can then target the original function according to its actual positive deficit rather than according to MRD.

MRD2 > MRD1 => AntiMonitoringCorrection(MRD2) > AntiMonitoringCorrection(MRD1) [if the Monitoring law is adopted]

Without those explicit monotonic laws, the document can prove what failed and where, but not that one failure profile necessarily produces a larger amount of growth than another.
