Factor 19: Corrective Development

Factor 19 converts detected failures and defects into targeted correction. If MRD=k>=2, the lower monitoring layers A1...A_(k-1) are direct corrective targets because they failed/unavailable while their triggers were satisfied. The original phi-lobe can also be a corrective target because X was demanded but silent, but the numerical anti-depth k does not by itself quantify the severity/depth of phi's positive functional mismatch.
