Factor 18: Functionally Relevant Development
Factor 18 converts genuine demand on a function into function-relevant neural development. For the original phi-lobe, this pressure comes from genuine phi-demand. For an Antilobe A_k, repeated task-relevant use of A_k is genuine demand on the Antilobe's own monitoring function. Idle/background A1 activity should not automatically be counted as task-demandingness.
