Factor 1: Neural Amount
Higher Lobes can receive more neurons when their function-relevant exertion demands it. Antilobes can receive more antineurons when their absence-monitoring function exerts. This increases available substrate but does not itself change Hyperfunction order. A H20 lobe with more neurons is still H20 unless its typed functional state changes.
