11.25 Hyperemergent reliability is network-level and cannot be inferred from individual-lobe reliability
Primitive Reliability belongs to each lobe-function state, but a crossfunction can fail even when every participating lobe individually performs correctly. The same rule applies even more strongly to Hyperemergent Crossfunctionality because the network must preserve not only local function but correct access to higher-order emergent dimensions, selection of the right dimensions, interlobe integration, routing, inhibition, and output stabilization.
Success(L1) AND Success(L2) AND ... AND Success(Lm) does not imply Success(HEC)
Conversely, Hyperemergent success does not prove every unused participant or every available Higher-Lobe order is functioning. The relevant question is whether the task-required participating structures and their required emergent contributions were successfully assembled.
A useful network-level notion is Hyperemergent Crossfunctional Reliability: the extent to which the hyperemergent output's quality is consistently maintained under adverse, incompatibility, unexpected, disruptive, or destabilizing conditions that threaten the crossfunctional integration. This is related to but not identical with primitive Reliability of each constituent lobe.
