10.4 A frontier condition

A particularly developmentally rich condition can combine three pressures: high h-demand on the positive function, a nonempty positive activation/coverage gap for that function, and high MRD in the corresponding monitoring chain. The first two pressure the original function/deployment architecture; the third pressures recursive monitoring reliability. These should be recorded separately rather than collapsed into one "difficulty" number.
