If A1 is a perfect instantaneous complement of X, then whenever X is silent A1 fires, preventing A2 from satisfying its trigger.

x1 = 1 - x0

x2 = (1-x0)(1-x1) = 0

So A2+ are normally silent when the first anti-layer functions perfectly.
