In a maximumless architecture, enormous numbers of structures can be legitimately idle at any moment. Therefore A1(X)=1 by itself usually tells only that X is not firing; it does not tell whether X SHOULD be firing. The diagnostically meaningful event is the conjunction with task demand.

g_k(X,T,t) = d_X(T,t) * x_k(t)

For k=1, g_1=1 means: the task required X, X was silent, and A1 successfully represented that silence. This is much more specific than raw A1 activity.

For k>=2, g_k=1 additionally means the lower anti-monitoring layers were silent/failing before A_k successfully responded.

Because no probability distribution has been specified, the document does not assign a numerical information-theoretic surprisal to A1. Qualitatively, however, demand-gating sharply increases diagnostic specificity. Factors 10, 13, and 14 can select, route, and suppress anti-signals according to the demand mask.
