6.2 State identity versus task-time realization
A Higher Lobe has H_h(phi) as its positive functional-state identity, but a task still has to recruit and activate that structure. State identity does not guarantee that the corresponding lobe is recruited for every task, nor that the total demanded workload fits inside the current processing/coordination envelope.
Define a task-time realization predicate rather than equating state order with factor magnitude:
Realize(phi,h,T,t)=1 iff L_phi,h is recruited, active, and its H_h(phi) state is instantiated for the relevant task-time function-instance
No universal formula Bi >= fi(h) is currently required or supplied. The 22 factors instead govern such things as how much workload can be covered, how fast, how many simultaneous operations can be handled, how efficiently multiple lobes coordinate, and how reliably the architecture can be recruited and maintained under the task conditions.
