5.3 Structural availability versus momentary activation

The intended rule is taken strongly: once phi is a used Brain-lobe function, its corresponding Higher-Lobe family exists/stands structurally available without a terminal Hyperfunction order. This unlimited structural availability does not imply simultaneous task recruitment or continuous firing. It is therefore necessary to distinguish:

Structural availability: every corresponding Higher-Lobe order of the used function belongs to the standing function-family; structural existence itself is not the scarce variable.

Task recruitment: the task selects that higher-order lobe as relevant.

Momentary firing: the recruited lobe is actually active at a given time.

This distinction preserves the unlimited-ladder premise while preventing the false conclusion that all orders are simultaneously recruited or firing in every task.
