3.1.1 State saturation is not unlimited workload capacity

A primitive axis being 100% saturated describes the quality/state of the function when that state is instantiated. It does not automatically mean the lobe can cover an unlimited amount of task-demand simultaneously, at unlimited speed, through unlimited crossfunctional coordination, or without any recruitment bottleneck. Those are separate architectural/deployment questions governed by the Brain-lobe Factors and recruitment law.

A 100%-Adept function can therefore be perfectly adept in every function-instance it actually instantiates while still failing to cover every demanded instance if processing power, processing speed, recruitment, or crossfunctional throughput is insufficient. This preserves the literal meaning of 100% rather than weakening it.

Primitive state quality = saturated; task coverage/deployment envelope = separately variable
