3.1 Primitive 100% is genuine saturation

In this framework, 100% on a primitive axis means that primitive axis is completely saturated. It is not merely a convenient label for an unbounded scalar.

100% Adeptness-at-Function = complete primitive adeptness on that axis

100% Reliability = complete primitive reliability on that axis

Therefore ordinary primitive Adeptness does not become 150%, 200%, or 10^100%. The same applies to Function, Usefulness, and Reliability.
